Sheffield Wednesday Deals with a 'Significant Problem', Says Independent Regulator

'We will play a key role in football's future' - independent football regulator David Kogan

The Championship club's current difficulties represent a a "major concern" and the new football authority is seeking powers to look into club affairs in similar circumstances, its new chair David Kogan has announced.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards the club's followers.

Kogan met with four supporters' associations connected to the South Yorkshire club recently.

The Championship side have been struggling on and off the field in this season, with the club missing wage payments on several different times, including in last month.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

The team's struggling chairman the current owner suggested earlier this year he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the English Football League (EFL) in summer, preventing the club from carrying out any player acquisitions for the following recruitment periods, although that restriction was lifted in late summer.

Official's Viewpoint

Kogan said: "Our role exists to serve the Owls followers, teams facing challenges where supporters are loyal to a community organization that has represented their community in multiple situations.

"I fully appreciate the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for factors unrelated to the supporters."

Questioned about whether the regulator could force an owner to sell a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an specific team, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the chairman stated.

"In actuality, when you look back over the history of football, over the last 20 or 30 years there have been some owners, a small minority, but some who have been irresponsible in the way which they've been managing their teams and eventually decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the oversight body this week and insisted it was a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished could disappear swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a major achievement - we must maintain momentum.

"Considerable investment coming into football and has been channeled for the past two decades, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to take a really clear view on risk and of course, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I completely endorse the achievement and development as an economic entity of the elite league.

"I of all people understand the concern of undermining the top flight as an elite competition of the nation. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he acknowledged providing funds to the Labour Party in 2020.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any form of political activity."
