The Former President's Woke Warning Misses The Continent's Real Danger: Technological Stagnation.

The recent US national security strategy offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" agendas represent an existential risk to European civilization. However, this argument rests on a fundamental misreading of the reality. The true danger confronting the EU is not cultural but economic and technological lag.

A Glaring Growth Divide Between the US and Europe

The data reveal a sobering contrast. From 2008 and 2023, US GDP grew by 87%, compared to a paltry 13.5% growth for the EU. During this time, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even Mississippi now has a greater average income than several leading EU nations like France and Italy.

Currently, roughly half of the global top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: A Critical Question

This widening economic gap stems from stronger productivity growth in the United States, fueled by breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at more than $10bn, versus only fourteen in the European continent.

This gap raises a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is largely a contest between two involving the United States and China, with European nations starting at a significant disadvantage.

Root Causes of the Continent's Technological Lag

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and agile system for financing new ventures. The EU still lacks a true unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper European business. A US startup can introduce a product under one set of laws to access a market of over 330 million. The EU, despite a larger population size, is split among 27 separate regimes, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have started to propose serious reform. Key analyses on EU competitiveness and the single market point to the need for sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support far greater levels of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality workforce, top-tier education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these foundations could unleash a surge of venture creation.

Importantly, even if the EU does not become the leader in developing next-generation tech, it can still significantly increase productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of global economic relevance.
